
The DOE estimates that the combined $430 billion in energy provisions under the IRA and IIJA could reduce U.S. GHG emissions by approximately 1,000 MMtCO2e in 2030, assuming full implementation and broad stakeholder participation. This projected reduction remains modest relative to China’s energy-sector emissions of roughly 11,000 MMtCO2e and total global energy-sector emissions exceeding 37,000 MMtCO2e in 2019, and comes at an estimated cost of $430 per metric ton of CO2e reduced below the EIA reference scenario in 2030.
